Trees decide where the outdoor unit goes
Mercer Island regulates trees on private property more tightly than its neighbors, under the tree code at MICC 19.10. Removing a tree generally needs a permit, and the City runs two separate tracks: one for removals tied to a development proposal, and one for removals that are nothing to do with construction.
That matters for HVAC in a way most homeowners do not anticipate. The obvious spot for a condenser or a heat pump outdoor unit is often the side yard, which on this island is often exactly where the mature trees are. A geothermal loop field raises the same question across a larger area.
None of that makes the work harder, but it does change the order you do things in. We site the equipment during the estimate rather than on installation day, so if a tree question exists you find out while you still have options, not once the crew is on site. Rebates on Mercer Island
Mercer Island is Puget Sound Energy territory, so the PSE programs apply rather than the Seattle City Light ones, even though the island sits between Seattle and Bellevue. That catches people out.
The headline $1,500 conversion rebate requires your existing primary heat to be electric resistance, so a gas furnace does not qualify for it. A separate electrification rebate worth up to $4,000 covers moderate income customers converting from gas. PSE only pays when the installing contractor is a Recommended Energy Professional or Trade Ally, and NW Mechanical holds PSE Recommended Energy Professional status, so the work we install qualifies.

Do I need a permit to replace my furnace on Mercer Island?
Yes, and for single family homes it is filed online through MyBuildingPermit rather than with the City directly. We handle it as part of the job.
Will I need a tree permit for a heat pump?
Only if siting the outdoor unit means removing a tree. Often it does not, but it is worth establishing before you commit rather than discovering it on installation day. We check placement during the estimate.
I am between Seattle and Bellevue. Which utility rebates apply?
Puget Sound Energy, not Seattle City Light. The island is PSE territory, so the Seattle Clean Heat oil conversion rebate does not apply here and the PSE programs do.
Why is my lower level always cold when the rest of the house is fine?
Almost always distribution rather than capacity. A daylight basement on one zone with the rest of the house will lose every time, because the thermostat is satisfied upstairs long before the lower level catches up. Zoning, returns and duct sizing fix it. A bigger furnace does not.
Can a heat pump handle a large island home?
Yes, but sizing and zoning matter more than they would on a smaller house. A single oversized system serving wings and vaulted spaces will short cycle and leave cold corners, which is why we look at the distribution before recommending equipment.
