The Issaquah screening rule, and why it matters for a heat pump or ductless install

This is the one that catches people. Issaquah treats residential outdoor HVAC equipment as work that needs plan review, and the city's own guidance is blunt about what happens if the paperwork is incomplete: "Submittals without screening details will not be accepted."

In plain terms, it is not enough to say where the outdoor unit is going. The application has to show how it will be screened from view. Get that wrong and the permit is not slow, it is rejected, and you start again.

It is a good argument for deciding equipment placement at the quote stage rather than on installation day. It also tends to favor ductless, because a slim outdoor unit is easier to site and screen on a tight lot than a full sized condenser. We work the screening into the design before anything is submitted.

Permits for HVAC work in Issaquah

Online only Issaquah states that you "must apply for this permit online through MyBuildingPermit.com" and that the city "will not accept paper applications or plans". The MyBuildingPermit portal is the same one used across most Eastside cities.

Over the counter Some single family fixture work, including gas water heaters and appliances, can be issued immediately online without plan review.
The 400 pound rule Equipment over 400 pounds needs structural calculations covering overturning, sliding and gravity. This catches larger boilers and rooftop units rather than a typical residential heat pump.
Electrical work A heat pump or ductless conversion normally needs an electrical permit alongside the mechanical one. We hold a Washington electrical contractor license, so both come from us rather than a second trade.

We pull the permits on our own work. If one quote is noticeably cheaper than the others, it is worth asking whether permitting and plan review are included, because in Issaquah that is not a trivial line item.

Rebates in Issaquah

Issaquah is Puget Sound Energy territory, so the PSE programs apply. The headline $1,500 conversion rebate requires your existing primary heat to be electric resistance, which rules out the many Issaquah homes on gas. There is a separate electrification rebate worth up to $4,000 for moderate income customers converting from gas.

Older, smaller homes, many with no ductwork and limited space for equipment. Ductless does most of the work here, and screening an outdoor unit on a tight lot takes some thought.

Issaquah Highlands and Talus

Planned communities built in a concentrated window, which means a lot of original builder-grade equipment is reaching the end of its life at the same time. Ducts already exist, so a heat pump conversion is usually straightforward.

Squak and Cougar Mountain

Hillside homes on larger lots, often stepped into the slope, where the lower level runs cold while the top floor overheats. That is a zoning and distribution problem rather than a capacity one.

Do I really need a permit to replace my furnace in Issaquah?

Yes. Issaquah requires a permit to install, alter, repair, replace or convert a mechanical system. Some single family fixture work issues over the counter, but a system replacement is not in that category.

What counts as screening for an outdoor unit?

It is about how the equipment is concealed from view, and the detail has to be on the submittal rather than agreed later. We design it in before we apply, so this is not something you need to solve yourself.

Is ductless worth it if I already have ducts?

Usually not for the whole house. Where it earns its place alongside existing ductwork is a single problem room, a converted garage or an addition the original system was never sized to reach.

Will a heat pump cope with winters up on Squak Mountain?

Yes. Elevation makes a few degrees of difference and nothing more, and current cold climate heat pumps hold useful capacity well below anything Issaquah sees. Sizing and duct capacity matter far more than the outdoor temperature.

My house is in Klahanie. Is that Issaquah?
