Bothell is the one city we work in that sits in two counties, and that is not a trivia fact. It decides which agency inspects the electrical side of your job, and it decides which heat pump rebate you can claim, because the two halves of Bothell have different electric utilities running different programs with different amounts.
The county line runs along NE 205th Street, which becomes 244th Street SW on the Snohomish side. Same road, two names, two sets of rules. Roughly sixty per cent of Bothell's population lives in King County and forty per cent in Snohomish. Heat pump installation
The job where the county line matters most, because the rebate program, the amount and the contractor registration behind it are all different depending on which side of NE 205th your house sits. We check the address before quoting rather than after.

Service, repair and replacement on hydronic systems. Each zone gets its own loop rather than competing for air from one blower, which suits a house that never balanced on forced air.

Ground source heat pumps need lot area for the loop field. That rules out the platted subdivisions but suits the larger properties out toward the Snohomish County edge of town.

One city, two counties, and what that actually changes
Bothell was incorporated in 1909 and was a King County town for most of its history. It became a dual county city in 1992, when it annexed the Canyon Park area and nearly doubled its population, heading off a competing proposal for a separate city that would have been called North Creek.
The City handles building and mechanical permits for both halves, so that part is simple. Two things are not.
Your electric utility depends on the county. Puget Sound Energy supplies electricity in the King County portion. Snohomish County PUD supplies electricity across all of Snohomish County, and PSE does not sell electricity there at all. Natural gas is PSE on both sides. So a gas bill that says PSE tells you nothing about which electric rebate program you are in.
Electrical inspections are a state job here, and the office depends on the county. Bothell is not one of the cities that runs its own electrical program, so electrical permits and inspections go to Washington Labor & Industries, and the City's own inspection page lists different L&I contact numbers for King County and for Snohomish County. Neighbouring Bellevue, Kirkland and Redmond all do their own electrical inspections, so a homeowner who moved from one of those cities is often surprised that the mechanical and electrical sides now sit with two different agencies.
Rebates in Bothell depend on which side of NE 205th you are on
This is the practical consequence of the county line, and it is worth getting right before you choose equipment.

We pull the permits on our own work and book the inspections. If one quote is noticeably cheaper than the others, it is worth asking whether permitting is included, because an unpermitted install is the kind of thing that surfaces later during a sale.

The King County side and the oldest part of the city. A mix of early housing and newer infill, and the part where PSE serves the electricity.

Annexed in 1992 and on the Snohomish side, so Snohomish County PUD for electricity and the PUD's rebate program rather than PSE's. Largely newer housing alongside the tech campuses.
Queensgate, Westhill and the slopes
Multi level houses on grade where the lower level and the top floor never match. A zoning and distribution problem more than an equipment one.
The unincorporated edges
Addresses that read as Bothell but sit outside the city limits, where the county rather than the City is the permit authority. We confirm which before quoting.

Bothell HVAC questions we get asked
How do I know which county I am in?
The boundary is NE 205th Street, which is signed as 244th Street SW on the Snohomish side. North of it is Snohomish County, south is King. If you are close to the line, your electric bill settles it: PSE means King, Snohomish County PUD means Snohomish.
My gas bill says PSE. Does that mean I get the PSE rebate?
Not necessarily, and this is the most common mix up here. PSE supplies natural gas on both sides of the county line but sells electricity only on the King County side. Heat pump rebates follow the electric utility, so on the Snohomish side you are in the PUD's program regardless of who bills you for gas.
Is the Snohomish side rebate really bigger?
On the published amounts, yes: $1,800 for a ducted conversion and $2,500 for a ducted inverter driven model, against PSE's $1,500 standard conversion rebate. Both require electric heat as the primary source, and the PUD pays only through its own registered contractors, so the right question is not which number is bigger but which one your address and your installer can actually reach.
Who inspects the electrical work?
Washington Labor & Industries, not the City, and the office depends on which county you are in. It differs from Bellevue, Kirkland and Redmond, which run their own electrical inspection programs. We pull both permits so the two do not end up out of sequence.
Do I need a permit to replace a furnace in Bothell?
Yes. The municipal code treats replacing equipment as altering the building, so it needs a permit. Replacing a single part that does not change the equipment's approval is exempt, which is the line between a repair and a replacement.
My address says Bothell but the City says it is not their jurisdiction.
Then the property is outside the city limits, in unincorporated King or Snohomish County. The county becomes the permit authority and older records sit with the county rather than the City.
